Mr Straw said that multilateral institutions like the United Nations must be reformed to take into account the international challenges facing the world today.

And we need today to be able to act together, through the United Nations, to prevent the breakdown of order in states around the world, because that directly affects our own security and everybody else's. Decisions by states which fifty years ago would have been considered a matter of domestic policy ? for example on developing certain kinds of weapons ? are today of urgent interest for the whole of the world."

Mr Straw strongly defended the need to protect global security from states that place themselves "beyond the reach of the international system". But he stressed the need to understand the factors that give rise to anti-Western feeling.

"We need better to understand the forces which give rise to the hostility that some feel so deeply towards the West. And we need to show that we will help those who recognise the need for political, economic and social reform to deal with rising unemployment, low growth, low levels of human development and increased discontent."

Mr Straw said he hoped the foreign policy strategy he set out would be a contribution to an international debate on how to respond to the complex challenges of the modern world.

New name for 'war on terror'

The Bush administration is abandoning the phrase "war on terror" to better express the fight against al-Qaeda and other groups as an ideological struggle as much as a military mission.

While the slogan - first used by President George W Bush in the wake of the 9/11 attacks - may still be heard from time to time, the White House says it will increasingly be couched in other language. In recent days, senior administration figures have been speaking publicly of "a global struggle against the enemies of freedom", and of the need to use all "tools of statecraft" to defeat them.

The shift in terms comes at a time when the US public is increasingly pessimistic about the war in Iraq - and sceptical about its links to the fight against terrorism. One White House official told the BBC the move did not mark a change of approach, but was intended to give a broader perspective to the "evolving nature" of the struggle.

'Economic influence'

Defence Secretary Donald Rumsfeld spoke in the new language on Friday, praising a retiring Navy officer who had served as "our country wages the global struggle against the enemies of freedom, the enemies of civilization".

The next day, national security advisor Steven Hadley co-wrote a piece for the New York Times in which he set out the current thinking.

"Military action is only one piece of the war on terrorism," Mr Hadley wrote. "At the same time, however, we must bring all of the tools of statecraft, economic influence and private enterprise to bear in this war. "Freedom-loving people around the world must reach out through every means - communications, trade, education - to support the courageous Muslims who are speaking the truth about their proud religion and history, and seizing it back from those who would hijack it for evil ends."

The country's top military officer spoke in a similar vein on Monday.

General Richard Myers told a meeting at the National Press Club: "The long-term problem is as much diplomatic, as much economic, in fact more diplomatic, more economic, more political than it is military.

"And that's where the focus has to be in the future."

Tough talking

Earlier this month, former British Foreign Secretary Robin Cook criticised the language employed by the US president, saying that instead of isolating terrorists, he had upset Muslims around the world.

Mr Cook - an opponent of the war in Iraq - told the BBC: "I think the problem with George Bush's approach is that he does keep talking about it as a war on terror as if there is a military solution and there isn't."

But while the president has continued to talk of "taking the fight to the enemy", his recent speeches have also emphasized freedom, democracy and the worldwide clash of ideas.

A White House official said: "We are constantly reviewing how we can best protect our citizens from terrorism and we need to adjust our approach to achieve this.

"The 'war' is more than a military response, it is a battle of ideas and a struggle against extremism, and all aspects of the US Government and its allies around the world need to be called upon in fighting it.

"In Afghanistan, the extremist Taleban regime no longer has a base of operations, a clearly identified location that requires a war - there is now a democratically-elected government there. "It's a different situation again in London where you've got, say, a second generation British Muslim influenced by the preachings of a radical cleric."

Slow evolution

Meanwhile, Lieutenant General James T Conway, a senior US military commander, told a Pentagon briefing there had been "philosophical discussions" with US allies over the use of the phrase. "We've been told, actually, that "global war on terrorism" translates pretty well into the various languages," he added. "So I think that continues to make it a part of the discussion."

A Pentagon spokesman said the title of a new manual for combatant commanders suggested a slow evolution in the recasting of the mission away from its military aspect. The National Military Strategic Plan for the War on Terrorism, issued in March, directs commanders to focus on eight areas essential to terrorists. These include areas like funding and ideological support, safe havens, communications and movement.

The phrase "war on terrorism" was first widely used by the Western press to refer to the efforts by Britain to end a spate of attacks in the British mandate of Palestine in the late 1940s. Later, it was frequently employed by US President Ronald Reagan in the 1980s. But since the 9/11 attacks it has become a slogan for the protracted, US-led struggle to terrorists and the states that aid them, usually expressed as "the global war on terror". - BBC

Reports reveal Zarqawi nuclear threat

04/20/05 "Washington Times" - Recurrent intelligence reports say al Qaeda terrorist Abu Musab Zarqawi has obtained a nuclear device or is preparing a radiological explosive -- or dirty bomb -- for an attack, according to U.S. officials, who also say analysts are unable to gauge the reliability of the information's sources.

The classified reports have been distributed to U.S. intelligence agencies for several consecutive months and say Zarqawi, al Qaeda's leader in Iraq, has stored the nuclear device or dirty bomb in Afghanistan, said officials familiar with the intelligence.

One official said the intelligence is being questioned because analysts think al Qaeda would not hesitate to use a nuclear device if it had one.

However, the fact that the Defense Intelligence Agency (DIA) has reported the nuclear threat in several classified reports distributed since December indicates concern about it.

I am convinced Bill Gertz is a CIA plant. Gertz works for the Washington Times, a newspaper founded, owned, and controlled by Rev. Sun Myung Moon's Unification Church, a whacked out religious mind-meld cult if ever there was one (see Behind the Times: Who Pulls The Strings at Washington's No. 2 Daily?). Since the Washington Times is already far right-wing territory, it is a near perfect platform for Gertz (billed as 'defense and national security reporter for The Washington Times, a position he has held since 1985'), as a CIA operative, to launch a disinformation campaign in regard to terrorism: viz., Abu Musab Zarqawi has a nuke and plans to use it. Of course, as usual, "analysts are unable to gauge the reliability of the information's sources" in regard to the Abu Nuke, but that sure didn't prevent the editors over at Moonie Central from cooking up a big old scary headline: Reports reveal Zarqawi nuclear threat.

Notice how it is now a foregone conclusion that Abu Musab Zarqawi-who was reported killed some time ago-is "al Qaeda's leader in Iraq." (Gertz tells us Abu is "formally" linked to al-Qaeda.) If the corporate media "reports" spurious "facts" long enough, they simply become gospel. "We were basically paying up to $10,000 a time to opportunists, criminals and chancers who passed off fiction and supposition about Zarqawi as cast-iron fact, making him out as the linchpin of just about every attack in Iraq," a military intelligence agent told Adrian Blomfield of the UK Telegraph last year. "Back home this stuff was gratefully received and formed the basis of policy decisions. We needed a villain, someone identifiable for the public to latch on to, and we got one." kurt nimmo

Wesley Wark, a history professor at the University of Toronto, said the briefcases are unlikely to be in the hands of extremists.

"I think that there's great confidence that those kinds of weapons are accounted for and under control," he said.

"And that's not the kind of source that you would look to for a potential terrorist weapon," he added, saying they lurk "only in Hollywood imagination."

The report suggests a "dirty bomb" -- which uses a conventional explosive to spread radioactive material -- may be "a feasible alternative" to the Russian briefcase models.

"Except in the most extreme circumstances, it is unlikely that a radiological 'dirty bomb' would result in more casualties than could be achieved with a comparable conventional weapon," the assessment says.

U.S. survey finds more nations will acquire nuclear weapons

The chance of an attack with a weapon of mass destruction somewhere in the world in the next 10 years runs as high as 70 percent, arms experts have predicted in a U.S. survey. Most of the more than 80 experts surveyed in the report released on Tuesday believed one or two new countries will acquire nuclear weapons in the next five years, with two to five countries joining the nuclear club during the next decade. The survey, commissioned by U.S. Senate Foreign Relations Committee Chairman Richard Lugar, also showed that four out of five people said their country was not spending enough on non-proliferation efforts.

The most likely scenario for a nuclear attack would be for terrorists to use a weapon they made themselves with material acquired on the black market, the survey said.

"The results underscore the need to improve security around tactical nuclear weapons and nuclear material in Russia and expand our ability to detect transfer of weapons or materials from rogue states to terrorist organizations," said a summary of a report outlining the survey results. Weapons of mass destruction (WMD) are designed to kill large number of people, using either nuclear, biological, chemical or radiological means.

In 1991, in the wake of the fall of the Soviet Union, Republican Lugar and former Democratic Sen. Sam Nunn initiated a program to combat the proliferation threat posed by former Soviet states. In an introduction to the report he commissioned, Lugar said the success of that program proves the spread of WMD can be stopped by building "extraordinary international relationships." He said establishing a "worldwide system of accountability" for WMD could prevent terrorists from acquiring such weapons.

"Even if we succeed spectacularly at building democracy around the world, bringing stability to failed states and spreading economic opportunity broadly, we will not be secure from the actions of small, disaffected groups that acquire weapons of mass destruction," Lugar said.

"Everything is at risk if we fail in this one area."

Rogue states

Following the September 11 attacks on America, U.S. President George W. Bush made a bid to crack down on regimes who sponsor terrorists. In 2002 Bush labeled pre-war Iraq, Iran and North Korea as part of an "axis of evil."

"By seeking weapons of mass destruction, these regimes pose a grave and growing danger," he said at the time.

The United States went to war against Iraq in 2003, claiming leader Saddam Hussein was maintaining clandestine stockpiles of nerve gas, biological weapons and secret nuclear weapons and missile programs. Washington has also been trying to get North Korea to come to the table to curb its nuclear ambitions. In February this year, Pyongyang said it possessed nuclear weapons. Bush has also said that Iran must not be allowed to obtain nuclear weapons. Tehran says its program is purely for the production of energy.

'Dirty bomb'

The survey found that the most significant risk of a WMD attack was from a radiological weapon, or a so-called "dirty bomb," in which radioactive material is put into a conventional explosive device. The next highest risk was of an attack with a chemical or biological weapon, with a nuclear attack judged least likely. However, when the risks were combined to determine the probably of an attack with any form of WMD, the survey put the chances as high as 50 percent over the next five years, with the probability increasing to as high as 70 percent over the next decade. Among the experts who participated in the survey were Nunn; retired Gen. Exercise to focus on nuclear terror scenario

Terrorists aboard the ship attempt to smuggle the warhead off the ship to detonate it. Is this really a possibility?

Joint Task Force Civil Support (JTF-CS) here is planning its next exercise on the premise that this crisis is indeed plausible.

Sudden Response 05 will take place this August on Fort Monroe and will be carried out as an internal command post exercise. The exercise is intended to train the JTF-CS staff to plan and execute Consequence Management operations in support of Federal Emergency Management Agency Region IV's response to a nuclear detonation.

Some of this year's objectives for SR05 are to refine nuclear incident Concept of Operations, produce a CM Operation Order, refine command post set-up procedures and maintain situational awareness of multiple CM incidents.

The Sudden Response exercise has been held at Quantico, Va., in the past, but has been moved to Fort Monroe to maximize command post training time. The senior leadership felt that it was more important to accomplish training instead of losing up to a day and a half in travel time, said Paul Deflueri, J7 Lead Exercise Planner. "This will allow us to still meet our training objectives," he said.

Some external participants may work with JTF-CS during the exercise.

"We're trying to get representatives from FEMA Region IV as well as representatives from South Carolina Emergency Management Division and active duty soldiers from the (Chemical, Biological, Radiological, Nuclear and Explosive) Consequence Management Response Force to play the role of task force units," Defluri said.

"Each time we do one of these internal exercises, we try to make it more robust and try to add in fidelity," Defluri said. "That's what we're trying to do for SR05: create a good scenario and be able to replicate the effects as best we can. That way we can give the command a really good CM exercise." - northcom.mil

GOP memo touts new terror attack as way to reverse party's decline

A confidential memo circulating among senior Republican leaders suggests that a new attack by terrorists on U.S. soil could reverse the sagging fortunes of President George W. Bush as well as the GOP and "restore his image as a leader of the American people." The closely-guarded memo lays out a list of scenarios to bring the Republican party back from the political brink, including a devastating attack by terrorists that could "validate" the President's war on terror and allow Bush to "unite the country" in a "time of national shock and sorrow."

The memo says such a reversal in the President's fortunes could keep the party from losing control of Congress in the 2006 midterm elections.

GOP insiders who have seen the memo admit it's a risky strategy and point out that such scenarios are "blue sky thinking" that often occurs in political planning sessions.

"The President's popularity was at an all-time high following the 9/11 attacks," admits one aide. "Americans band together at a time of crisis."

Other Republicans, however, worry that such a scenario carries high risk, pointing out that an attack might suggest the President has not done enough to protect the country. "We also have to face the fact that many Americans no longer trust the President," says a longtime GOP strategist. "That makes it harder for him to become a rallying point."

The memo outlines other scenarios, including:

--Capture of Osama bin Laden (or proof that he is dead);

--A drastic turnaround in the economy;

--A "successful resolution" of the Iraq war.

GOP memos no longer talk of "victory" in Iraq but use the term "successful resolution."

"A successful resolution would be us getting out intact and civil war not breaking out until after the midterm elections," says one insider.

The memo circulates as Tuesday's disastrous election defeats have left an already dysfunctional White House in chaos, West Wing insiders say, with shouting matches commonplace and the blame game escalating into open warfare. "This place is like a high-school football locker room after the team lost the big game," grumbles one Bush administration aide. "Everybody's pissed and pointing the finger at blame at everybody else."

Republican gubernatorial losses in Virginia and New Jersey deepened rifts between the Bush administration and Republicans who find the President radioactive. Arguments over whether or not the President should make a last-minute appearance in Virginia to try and help the sagging campaign fortunes of GOP candidate Jerry Kilgore raged until the minute Bush arrived at the rally in Richmond Monday night.

"Cooler heads tried to prevail," one aide says. "Most knew an appearance by the President would hurt Kilgore rather than help him but (Karl) Rove rammed it through, convincing Bush that he had enough popularity left to make a difference."

Bush didn't have any popularity left. Overnight tracking polls showed Kilgore dropped three percentage points after the President's appearance and Democrat Tim Kaine won on Tuesday. Conservative Pennsylvania Republican Senator Rick Santorum told radio talk show host Don Imus Wednesday that he does not want the President's help and will stay away from a Bush rally in his state on Friday.

The losses in Virginia and New Jersey, coupled with a resounding defeat of ballot initiatives backed by GOP governor Arnold Schwarzenegger in California have set off alarm klaxons throughout the demoralized Republican party. Pollsters privately tell GOP leaders that unless they stop the slide they could easily lose control of the House in the 2006 midterm elections and may lose the Senate as well.

"In 30 years of sampling public opinion, I've never seen such a freefall in public support," admits one GOP pollster. Democratic pollster Geoffrey Garin says the usual tricks tried by Republicans no longer work.

"None of their old tricks worked," he says. [my note: hilarious reporting]

Rep. Thomas M. Davis III (R-Va.) admits the GOP is a party mired in its rural base in a country that's becoming less and less rural. "You play to your rural base, you pay a price," he says. "Our issues blew up in our face."

As Republican political strategists scramble to find a message - any message - that will ring true with voters, GOP leaders in Congress admit privately that control of their party by right-wing extremists makes their recovery all but impossible. "We've made our bed with these people," admits an aide to House Speaker Denny Hastert. "Now it's the morning after and the hangover hurts like hell." - capitol hill blue
